The Meshchansky District Court of Moscow sentenced the leaders of the Perm telephone plant "Telta" to real terms in the case of embezzling 33.8 million rubles during the execution of a state defense order, reported TASS, citing a participant in the process. The founder of the enterprise, Igor Morozov, received 7 years in a penal colony and a fine of 900 thousand rubles, the general director Alexey Vysokov — 7 years and 6 months of strict regime, the chief accountant Elena Grishina — 7 years and 6 months of general regime. All three are also prohibited from holding administrative and economic positions for three years.
According to the investigation, in 2016–2021, the management of OAO "Perm Telephone Plant "Telta", during the execution of a contract worth more than 1.4 billion rubles, inflated the cost of production and replaced some domestic components with cheaper Chinese ones in the manufacture of 7 thousand TA-88 military field telephones, which contradicted the terms of the contract with the Ministry of Defense.
In court, the defendants denied guilt and claimed that the contract was unprofitable: the cost of one device exceeded the price set by the ministry. Morozov insisted that the examination contained errors, and most of the phones produced under this order were "already destroyed in the special military operation", so it is impossible to verify the accusatory arguments.
Earlier, the 2nd Western District Military Court sentenced Vysokov and Grishina to 7 years in a penal colony in another case — for bribing the head of the department of the Main Communications Directorate of the Ministry of Defense, Sergey Slyusar. In addition, as TASS writes, the plant's general director and chief accountant admitted guilt, wrote a confession, and cooperated with the investigation in the case of bribery of the former head of the main communications directorate of the Armed Forces of the Russian Federation, Vadim Shamarin, who has already been convicted of bribery to 7 years in a strict regime colony for a bribe of 36 million rubles.
