According to the Ministry of Justice, Grigory Amnuel spread 'unreliable information' about the Russian authorities, opposed the war in Ukraine, and supported the Armed Forces of Ukraine. He also interacted with 'foreign agents' and 'undesirable' organizations.
The creator of the Action4Live foundation for aiding Ukrainian military, Maria Solenova, as the agency claims, 'identified the Russian Federation with a terrorist organization', calling for support of the Armed Forces of Ukraine. She was also accused of 'discrediting' the Russian authorities and 'forming a negative image of the Armed Forces of the Russian Federation', as well as cooperating with 'foreign agents' and 'undesirable' organizations.
Former 'Channel One' editor Marina Ovsyannikova was also included in the registry due to her anti-war stance and 'discrediting' of the Russian authorities. Additionally, she participated 'in disseminating messages and materials of foreign agents to an unlimited audience'. She interacts with individuals included in the foreign agents registry and resides outside the Russian Federation.

The online project 'I NEWS' by 'decolonizer' Inna Kurochkina gathered the full range of accusations from the Ministry of Justice, from interacting with 'foreign agents' and 'undesirable' organizations to opposing the war in Ukraine.
The unified registry of 'foreign agents', which already has more than a thousand entries, has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-commercial and non-governmental organizations. Currently, it has almost 1100 entries. 'Foreign agents' are required to publish texts and messages with a notification that they are produced by a 'foreign agent'. Administrative fines and criminal liability are provided for evading the duties of a 'foreign agent'.
'Foreign agents' are prohibited from placing advertisements, and 'foreign agents' themselves are banned from participating in elections, teaching, and engaging in educational activities. Also, all income of 'foreign agents' in Russia, including the sale and rental of real estate, will be deposited into a special ruble account, which can only be accessed after the 'foreign agent' status is removed.
The Ministry of Finance proposed to increase the personal income tax for 'foreign agents' to 30%, with the maximum current rate being 22%.
