The FSB has developed a draft government resolution that includes the agency's detention centers in the system for preventing offenses among children, it is published on the legal information portal.

If the government adopts the document, FSB representatives will be able to participate in the work of commissions on juvenile affairs, where the FSIN and guardianship authorities are currently represented, writes «Vedomosti».

According to lawyer Dmitry Agranovsky, the expansion of FSB powers may be related to an increase in cases where minors are defendants. «Previously, working with minors was almost irrelevant for the FSB, there were almost no such defendants, but now it is an obvious problem», — said Agranovsky.

Vladimir Putin signed a law granting the FSB the right to have its own detention centers starting January 1, 2026. Before Russia joined the Council of Europe in 2006, the FSB had its own detention centers, but in subsequent years, the intelligence service only unofficially controlled the «Lefortovo» detention center in Moscow.

According to the judicial department of the Supreme Court, in 2024, 308 minors were convicted of crimes against public safety, and 39 teenagers for crimes against the constitutional order.

In September alone, 46 teenagers were added to the Rosfinmonitoring list of «terrorists and extremists».
