Donald Trump's proposal for Gaza suggests an immediate cessation of conflict, withdrawal of Israeli troops, and a freeze on hostilities in exchange for the release of hostages, as well as amnesty for HAMAS members and the release of prisoners from Israeli jails. After this, the reconstruction of the Gaza Strip will begin under the management of an apolitical Palestinian committee under the control of the «International Peace Council», which will be led by Trump himself.

According to Trump's plan, Gaza will be a deradicalized, terror-free zone that poses no threat to its neighbors. According to him, HAMAS will agree «not to play any role in governing Gaza, neither directly, nor indirectly, nor in any other form». «All military, terrorist, and offensive infrastructure, including tunnels and weapons manufacturing facilities, will be destroyed and not rebuilt», — the statement says.
Israeli troops will withdraw to an agreed line to prepare for the release of hostages. During this time, all military operations, including air and artillery strikes, will be suspended, and the front line will remain frozen until the conditions for a complete phased withdrawal are met. The withdrawal of the Israel Defense Forces will be based on standards, important perspectives, and timelines related to demilitarization, which will be agreed upon by the parties, guarantors, and the USA.
Within 72 hours after Israel publicly accepts the agreement, all hostages, both living and deceased, must be returned. According to Israeli intelligence, there are currently 20 living and 28 deceased Israeli citizens held hostage by HAMAS.
After the release of Israeli hostages, HAMAS members will be granted amnesty, and those wishing to leave Gaza will be given safe passage to host countries. Additionally, Israel will release 250 prisoners serving life sentences, as well as 1700 Gaza residents who were detained after October 7, 2023.
Upon acceptance of the agreement, full aid, including infrastructure reconstruction, will be immediately sent to Gaza. Forced evacuation of civilians is not planned: they will be able to leave the territory and return peacefully
The USA will cooperate with Arab and international partners to create temporary international stabilization forces for immediate deployment in the sector. An economic development plan for the reconstruction and power supply of Gaza will be developed. The sector will be temporarily managed under the leadership of a technocratic, apolitical Palestinian committee under the control of the «International Peace Council», which Trump will lead. The plan includes the creation of a special economic zone in the sector, where preferential conditions will apply for participating countries.
In the event that HAMAS rejects or delays this proposal, the above, including the expanded humanitarian aid operation, will continue. «I hope we have a peaceful deal, and if HAMAS refuses — since everyone else is already agreeing to the deal — then Bibi, you have my support to do whatever it takes», — Trump stated.
Israeli Prime Minister Benjamin Netanyahu thanked Trump, calling him «the best friend Israel has ever had in the White House». «I support your plan to end the war in Gaza. It will bring back all our hostages to Israel, rid HAMAS of its combat capabilities, disarm it, and strip it of power. This would not have been possible without the involvement of our brave warriors who fought like lions», — Netanyahu said at a joint press conference.
Before the meeting, Netanyahu, in a phone conversation from the White House mediated by Trump, apologized to the Qatari Prime Minister for violating the country's sovereignty and expressed regret over the death of a security service employee during the attack. After this, Qatar announced its return to mediation in negotiations with HAMAS.
