Former Deputy Chief of Logistics of the Internal Troops of the Ministry of Internal Affairs Sent to Detention Center in Bribery Case of Particularly Large Scale

The 235th Garrison Military Court arrested Vladimir Panov, the former Deputy Chief of Logistics of the Internal Troops of the Ministry of Internal Affairs, in early September, reported the Investigative Committee. Additionally, during searches at Panov's home, more than 21 million rubles were seized, and over 40 real estate properties registered to Panov and his family members were identified.

Panov, who also headed the Housing and Construction Department of the Main Command of the Internal Troops of the Ministry of Internal Affairs, is accused under the article on receiving a bribe of particularly large scale.

According to the investigation, in 2012-2014 he received a kickback of 37 million rubles from the "Construction Company Remstroytorg," which was performing construction work in the Kemerovo region. The contract size was over 2.5 billion rubles, however, "the contract terms were not fulfilled," resulting in "multimillion-dollar damage" to the state. The company "Remstroytorg" was declared bankrupt in September 2015.

As noted by "Mediazona"*, this is already the second criminal case against Panov; in 2020, Panov was fined 400 thousand rubles for abuse of power. At that time, the investigation established that Panov ordered the repair of two Ministry of Internal Affairs dormitories in Grozny at the budget's expense, where shortly after construction in 2008, the load-bearing structures began to collapse, and the contractors were not required to carry out warranty work.
The National Guard also recovered compensation for damages from him — about 55 million rubles.
