The 2nd Eastern District Military Court sentenced Vitaly Pirogov to 18 years in a strict regime colony on charges of a terrorist act. Additionally, he was given a restriction of freedom for one and a half years and a ban on internet activity for five years, according to the court's press service. The man was found guilty of terrorism, training in terrorist activities, incitement to terrorism, and public calls for terrorism.

According to the investigation, Pirogov, «having studied various types of methodological materials containing information on setting fire to military enlistment offices» assembled three homemade incendiary devices, which he used to set fire to the military enlistment offices in Rubtsovsk, as well as in the Rubtsovsky and Egoryevsky districts. At the same time, he tried to persuade an acquaintance to participate in the terrorist act, but was refused.

In addition to the arson, the case includes a comment by Pirogov on the internet, which the investigation considered a call to terrorist activity.
