The State Duma adopted a law under which participants in the war in Ukraine will have loans up to 10 million rubles written off

State Duma deputies adopted in the final reading a bill obliging creditors to write off debts up to 10 million rubles for war participants who signed contracts with the Ministry of Defense from December 1, 2024. The document was approved by the Federation Council.

According to the document, credit obligations of mobilized individuals, conscripted servicemen, as well as those who signed a contract for military service in the Armed Forces of the Russian Federation for a period of one year from December 1, 2024, "to perform SVO tasks" are subject to termination. This rule also applies to their spouses.

At the same time, credit obligations will be terminated only if a court order on debt collection has come into force by December 1, 2024, or an executive document has been issued to the bank or credit organization. The exemption applies only to amounts up to 10 million rubles and from the moment the contract is signed. Simultaneously, enforcement proceedings on these debts are terminated. In addition, the law exempts war participants from the enforcement fee, which is seven percent of the debt or collected property.

The adopted bill also extends credit holidays for war participants. Currently, military personnel can refrain from making payments on consumer and mortgage loans during the contract period and for another 30 days after its expiration. The State Duma extended this period to 180 days.

Thus, those who signed a contract with the Ministry of Defense before December 1 will only have access to a payment deferral, and loan write-offs will only be possible in the event of death.
